Norway and the United Kingdom have joined the research and development agreement of the multinational Common Armoured Vehicle System programme to develop modern 6×6 armoured vehicles, Finland’s Ministry of Defence said on Monday. The agreement now includes seven NATO member states Latvia, Sweden, Germany, Denmark, Finland, Norway and the United Kingdom, with Finland acting as lead nation and the deal also signed with Patria Land Oy as the prime developer and supplier.
By joining the agreement, Norway and the United Kingdom will gain access to existing product development results and, subject to national approvals, may take part in further development of CAVS elements. “The CAVS Programme is becoming the most significant defence program of modern armoured vehicles in Europe,” said Finnish Defence Minister Antti Häkkänen, adding that “with Finnish expertise, we will advance the defence capability of the whole of Europe”.
Launched in 2020 by Finland and Latvia, the programme aims to deliver a common and interoperable 6×6 armoured vehicle system for participating nations, with Patria having delivered 250 vehicles so far and total orders nearing 2,000. A multinational management office opened in Tampere in September 2025 to support the expanding programme, which remains open to European and NATO countries with similar equipment needs and is designed to strengthen interoperability and defence cooperation.
